Creation of an architectural and landscape environment and improvement of the water protection coastal strip

The coastal zone is the area of ​​interaction between land and a reservoir (watercourse), consisting, according to SP 32-103-97 "Design of marine coastal protection structures", of three geomorphological elements: coast, underwater slope and beach.

Water protection zones are territories that are adjacent to the coastline (average long-term position of the water's edge) of seas, rivers, streams, canals, lakes, reservoirs and on which a special regime for economic and other activities is established in order to prevent pollution, clogging, silting of these water objects and the depletion of their waters, as well as the preservation of the habitat of aquatic biological resources and other objects of the animal and plant world. nine0003

Coastal protective strips are established within the boundaries of water protection zones, on the territories of which additional restrictions on economic and other activities are introduced.

The coastal strip plays an important role in the formation of the architectural and planning structure of the city, while performing many functions, for example, transport, economic, economic, environmental, recreational.

The coastal strip is not always equipped in such a way as to fulfill the many functions that are assigned to it. Moreover, poorly equipped in engineering terms, it suffers much faster and more intensively than in natural conditions from adverse effects (floods, erosion, mechanical damage, etc.). Therefore, engineering protection and improvement of the coastal strip in cities are important architectural and planning tasks, which, depending on specific conditions, are solved by various methods. The complex of these techniques and methods defines the concept of coastal zone improvement. [nineteen0003

This issue is especially relevant in the conditions of a seaside resort city such as Sochi, since the coastal strip in this case is the main urban development axis. This partly explains the fact that the city stretches from the northwest to the southeast for 105 km.

The coastal strip with seaports, terminals, piers, embankments and numerous beaches located on it, combined with a mild climate and warm sea, make up the recreational attractiveness of the city as a resort. A significant part of the city-forming enterprises (sanatoriums, boarding houses, recreation centers and hospitals) has access to the coastal strip. Despite its importance, the state of the coastal strip cannot be called satisfactory. The main problems are the chaotic development of coastal areas, the insufficient number and quality of coastal protection and landslide protection structures, violation of technical requirements during their construction and operation, the size of the beaches do not provide coast protection and do not meet the recreational requirements of the resort, beaches and coastal protection structures are not properly maintained and repaired . During the last decade, in the coastal zone of the sea, there has been a progressive reduction in the beach strip, the volume of beach and bottom sediments. The average width of beaches has decreased (Fig. 1). nine0003

In many respects, this state of affairs is explained by the fact that most of the coast protection and beach-retaining structures were erected not to create a recreational environment, but to protect the railroad tracks that stretched along the entire coastline of the city. In this regard, structures (rock-fill groins) were erected in some areas, which do not allow the use of the coastal zone as beaches according to sanitary standards (according to paragraph 10.12. Chapter 10 "Safety requirements" SP 32-103-97 "Design of marine coastal protection structures" [3]). A significant percentage of bank protection structures have unacceptable destruction and deformation, thereby littering the coast (Fig. 2).

Thus, the coastal strip requires a set of measures for its reconstruction and development. The modernization of the railway gave another impetus to the creation of new beaches due to the filling of a gravel protective strip. OJSC "RDZH" is building new and reconstructing old bank protection structures. In connection with these large-scale works, a set of measures should be taken to create an architectural and landscape environment, improve existing city beaches, aimed at improving the recreational and ecological properties of the coastal zone. nine0003

In this context, it is necessary to resolve the issue of creating a system for intercepting and treating wastewater. On the territory of the city of Sochi, several dozen rivers flow into the sea, each of which collects surface water from the entire territory of its basin, including from the territory of residential development, a significant part of which does not have a centralized sewerage system. Thus, a huge volume of water containing various kinds of pollution enters the sea, bypassing any purification. It seems possible to intercept water for further purification and release into the sea only in close proximity to the coastal strip. This requires the creation of a centralized storm sewer and the construction of a complex of local treatment facilities. nine0003

With all this, it should be borne in mind that of all the systems of coastal protection measures, other things being equal, the best is a free beach.

Most of the existing beaches of health resorts and sanatoriums were designed in accordance with VSN 23-75. departmental building codes. Instructions for planning and building resorts and recreation areas, the standard area of ​​beaches per one place was:

- in specialized sanatoriums (healing beaches) 8–12 m 2;

- in climatic sanatoriums, recreation and tourism establishments 5 m 2;

- in children's institutions 4 m 2 .

At the same time, 40% of patients simultaneously use beaches in balneological, children's and specialized sanatoriums, 80% in climatic sanatoriums and sanatorium boarding houses, 90% in recreation and tourism institutions, and 50% in children's camps. [4]

Currently, the following regulations apply in this section: the size of the territories of beaches located in resort areas and recreation areas should be taken at least 5 m 2 per visitor, the size of the territory of specialized therapeutic beaches for patients with limited mobility should be taken at the rate of 8–12 m 2 per visitor.

The number of one-time visitors to the beaches should be calculated taking into account the coefficients of simultaneous loading of the beaches:

From the above data, it can be seen that the standard for the number of one-time visitors has mainly changed, while the standard areas have remained the same.

The minimum length of the coastline for sea beaches is 0.2 m per person [5]. The capacity of even very deep beaches is limited by the length of the coast. Beach area - an open space up to 30-40 m wide intended for sunbathing and is located directly at the water's edge. This zone has the highest filling density.

In the active recreation area located behind the beach, there are areas and grounds for volleyball, basketball, table tennis, badminton, etc. The width of this zone can vary widely - from 15 to 40–50 m, depending on the availability of free territory and general planning decision of the coastal strip. As a rule, it has a lower filling density than the previous one. nine0003

Quiet rest area is intended for walking and relaxing in the shade, among green spaces, the territory of which should occupy at least 20% of the entire coastal strip. It is equipped with recreation areas, gazebos, walking paths.

Such a planning decision of the beach area should be considered the most appropriate, but it is not always possible. The layout of the beach is greatly influenced by local conditions, primarily the relief and area of ​​the coastal strip, the presence of green spaces, etc. This is most difficult to achieve on sea beaches with steep coasts. nine0003

In case of unfavorable soils for the beach, an artificial turf can be made from imported material.

Shading equipment (umbrellas, awnings), wardrobes and changing cabins, showers, benches and deck chairs, toilets, places for garbage collection, etc. should be placed on the beaches. For natural, so-called "wild" beaches along the beach strip a distribution alley (embankment) should be laid, separated from the beach by a strip of green spaces and connected to it by walkways. This alley also serves to protect the beach from polluted surface water runoff coming to it from the slopes of coastal catchment areas located above the coastline. [nineteen0003

All measures for the engineering protection and improvement of the coastal strip - the construction of piers, embankments, walking alleys, exits, beaches, landscaping, etc. should be developed taking into account the nature of the use of this site. And also in view of the fact that it is not possible to develop a project for the development of the entire coastal zone in these economic conditions, it is advisable to divide the long coastal strip of the city taking into account the basin principle and solve the tasks of improvement, including in the zone of the mouth of a river or stream, within each specific sectors, since their functions often differ greatly. nine0003
