Frequently Asked Questions for This Garden Is Illegal
Is your garden really illegal?
Yes. Technically.
Do you sell advertising?
Heck yes. I have to pay the hosting bill somehow. You can purchase a banner ad slot here. Sorry, I no longer sell links on this site. Nofollowed banner ads only. No exceptions.
Will you review my product?
Yes. In order to review a product, I need a free, non-returnable sample. I will honestly review your product on my blog. If this makes you nervous, you can view the post before I publish and decide whether of not to have it published (but I still get to keep the free sample). Again, the product has to be gardening related. Sorry, but you can not be so creative here. Contact me to set up a review.
Will you review my book?
See “Will you review my product?â€
Will you write an article for my site? I will be super generous and give you a link back if you do.
Ok, first of all, if you check my backlinks you will see that offering me a link is like offering Bill Gates a dollar. I do write articles for other sites occasionally. It depends on the site asking and how busy I am. If you are a small site, and I am not busy, I might write you an article (I am generous like that). If you are a big site and I am busy, I probably will write you an article. If you offer me cash or free product, I don’t care what size your site is or how busy I am, I will definitely write you an article. Contact me to ask about my availability for writing an article.
Will you trade links with me?
If you are a garden (or semi-garden) blog, I will happily add you to my blogroll and the Garden Blog Search. Just send me your info. This includes commercially sponsored blogs. If you are a commercial site without a blog, please refer to “Do you sell advertising?†A girl has to pay her bills, you know.
Do you do interviews?
Yes, happily. Contact me to set up something.
Will you talk to my group about garden blogging or just blogging in general?
Yes, I can. But I will need to be paid for time and travel expenses. If you are local to me, I may waive that, but I would have to know more details. Contact me to find out more.
I only have a small/new garden blog. Is it good enough to be added to your blogroll and the Garden Blog Search?
Hell, yes it is. We all start out small. Your garden rocks and it deserves to be part of the garden blogosphere. Send it to me and I will add it to my blogroll and the Garden Blog Search.
I sent my site to you to be added to your blogroll and the Garden Blog Search. It has been a month and you have not added it. Does my blog suck?
Nope. I am just lazy or busy. I get many of these requests now, so I update the blogroll and the search about once a month. You will be added and I will send you an email when I do so.
I am a new blogger and I need someone to help me get my blog off the ground. Will you help me?
Gosh, I would love to. I really do, but I am a busy person and I just can’t. I do give pointers to some people if you have a specific question, if you want to send it to me.
I have a gardening question. Will you answer it?
Well, I can try, but I am really not a gardening guru. Just a gardener like you trying to muddle my way through to having a pretty garden. You would probably get a more informed response from my friends over at Gardening Know How. They have an Ask a Garden Question feature that allows you to ask any question and they will answer it.
Ads suck! Why do you have ads on your site?
Websites cost money to run. Plus, this is what I do for a living, write about gardening here and on my other site. That means that my blog has to make money or my kids will starve and more importantly, they will shut off the water and my plants will die. The ads help pay for the site and my life. I will remove the ads if you are willing to send at least a few thousand dollars to me. I will be happy to provide my PayPal account email.

Refusal to provide a place in a kindergarten is illegal!
In the city of Krasnodar there is a difficult situation with the provision of places in kindergartens. There are not enough places in kindergartens. Even the "May decrees" and the efforts of the Krasnodar prosecutor's office do not help to solve the problem. It is difficult to get a place for a child in kindergarten . Perhaps this is due to the fact that the city authorities forgot about the construction of social infrastructure.
The new governor, as I heard, plans to eliminate the queue for kindergartens
The question is how he will do it.
By law, everyone must be given a place in a kindergarten. The demographic situation in the country is quite predictable and understandable. The birth rate in Russia is at a very low level. It is terrible to imagine what would have happened if the birth rate had been at least the same as in the Soviet Union. The administration of the city of Krasnodar would probably burst.
If you think about it calmly, then after all, all the work of government agencies to provide social infrastructure facilities can be measured by the indicator of availability of places in kindergartens. After all, children who need places in kindergartens are neither a natural disaster, nor a flood, nor a fire. This is not snow on the head, as they say. The birth rate in Russia has been at about the same low level for many years. And if the city cannot provide children with kindergartens, then there is no point in such an imperious management. There is no sense in deputies of the city duma, in municipal government bodies, all departments, ties, offices, etc. If the government does not provide places in kindergartens, then this government is incapacitated, it does not work correctly, sets the wrong priorities in its work. I sympathize with the new governor, who got such a baggage of problems. I doubt that the declared implementation of the liquidation of the queue in kindergartens will be fulfilled. nine0007
But since the municipal government still has to somehow fulfill the wishes and requirements of the federal government, something needs to be done about the problem of providing kindergartens.
So, how will the ambitious task of providing kindergartens be solved?
I really hope that such a serious issue will not be resolved by issuing an official refusal to provide a place in kindergarten.
Here is an example of such
refusal to issue a voucher to send a child to MDOU :
In this case, the prosecutor's office will investigate. But something tells me that the queue for kindergartens can be reduced before the end of the year by issuing refusals to all in issuing a ticket to send a child to MDOU .
Is it possible to refuse admission to kindergarten ? As you can see they can. According to the law, according to the "May decrees" and cheerful reports of officials, there are no reasons for refusal, since there are enough places. But in fact, getting a ticket to kindergarten can be problematic. nine0007
If you
were denied admission to kindergarten - write a complaint! If you were denied admission to kindergarten in Krasnodar, I believe that there are several correct addresses to send complaints to. First of all, this is the Chairman of the Government of the Russian Federation, the Governor of the Krasnodar Territory, the Prosecutor's Office of the city of Krasnodar. Below are links to sample complaints. Additional text of the complaints is available here.
Public accessibility and free of charge pre-school education in municipal educational institutions is guaranteed by the Constitution. Therefore refusal to provide a place in kindergarten - there is a direct violation of the constitutional norm (Article 43 of the Constitution of the Russian Federation).
In principle, the Law on Education does not provide for such a procedure as refusal to kindergarten . They may not provide a place in a particular kindergarten due to its overcrowding, but logically, in this case, they should provide a place in another kindergarten. Local self-government bodies in case of refusal refer to internal regulations. It would be superfluous to say that no regulations should contradict the Constitution and laws of Russia. nine0007
The issue of lack of places in kindergarten is a problem of the city authorities, their disorganization, incompetence and inability to mobilize to solve important problems.
Complaint to the Government or the President of the Russian Federation
According to the Decree of the President of the Russian Federation of May 7, 2012 No. 599 “On measures to implement the state policy in the field of education and science”, the Government of the Russian Federation was instructed to achieve the following indicators in the field of education:
— achieving by 2016 100 percent accessibility of pre-school education for children aged three to seven years; nine0004
Thus, it was Medvedev who was instructed to ensure the availability of pre-school education for children from 3 to 7 years old. Naturally, all the governors reported to Moscow on the implementation of the "May Decrees". So did our governor. In any case, it is Medvedev who is responsible to the President for failure to comply with the Presidential Decree.
I am enclosing a complaint to the Government of the Russian Federation - Complaint to the Chairman of the Government of the Russian Federation .
Complaint to the head of administration (governor) of the Krasnodar Territory
It is the head of the administration, as the head of the executive branch in the region, who is responsible to the Prime Minister and the President for the implementation of the instruction on achieving by 2016 100 percent of the availability of preschool education for children aged three to seven years.
He may also be misled. Therefore, it must receive appropriate signals and respond appropriately.
Attached — Complaint to the Governor of the Krasnodar Territory .
Complaint to the Prosecutor's Office of the city of Krasnodar
Since the officials reported that the queues in preschool institutions have been eliminated, it is possible that this is actually the case. Thus, the refusal to provide a place in a kindergarten is illegal. On the other hand, officials do not confirm the fact of overcrowding in a particular kindergarten. I believe that some kind of act should be adopted for such cases.
A sample complaint is located at the link - Complaint to the Prosecutor's Office of Krasnodar. nine0007
By the way, the prosecutor's office of the city of Krasnodar deals with issues of providing places in kindergartens and schools and even won the relevant court cases. This became known thanks to information from the prosecutor's office of the Krasnodar Territory to the deputy request of Rashkin V.F.
Response-of-the-Prosecution-of-the-Krasnodar-krai-to-deputy-inquiry
The municipal government, apparently, is not capable of mobilizing its resources for the implementation of priority socially significant projects . On the other hand, it cannot be said that the authorities are completely incapable of concentrating on some tasks. It won't be true. It's just that the tasks to which the municipal government directs its mobilization resources are not social and demographically conditioned tasks. The municipal authorities are ready to mobilize in order to cover the entire city with “municipal” parking lots, while not creating new parking spaces, transferring previously existing free parking lots to paid use ... By the way, the correct spelling of the word “ municipal "in the phrase" municipal parking "is in quotation marks, since in fact these parking lots are not municipal. The city government is ready to mobilize in order to transfer the municipal communal water supply and drainage structure to private offshore hands. The municipal authorities are ready to mobilize to ensure, by all rights and crooks, using the colossal possibilities of "administrative scrap", to ensure the "correct" elections. But this municipal government is not able to mobilize its resources in order to provide residents of the city with places in kindergartens . First of all, this concerns the former administration of the city. In fairness, it is worth mentioning the limited financial capacity of municipal authorities.
The demolition of Belochka is 100% illegal: grishin — LiveJournal Guletskaya, this is reported by the Decree of September 11, 2018 No. 1007-PA, signed by the head of the Administration Yu.A. Koptsik. This is also evidenced by the tender for the demolition of a kindergarten at the municipal expense on the State Procurement website: link. And the administration once again proves its incompetence, all these decisions are simply insignificant and illegal, and here's why:
UPD: Two quarters, school No. 7 and the Belochka kindergarten are recognized as an Object with signs of a cultural heritage site. Demolition of a kindergarten is illegal: link.
Firstly, Korolev's administration is based on the fact that the building has 73% wear and tear, which it directly writes in its resolution:
However, what is this statement based on? On the "Technical opinion of TKROS JSC No. 2/6 dated February 1, 2018 on the inspection of the building". However, if we look at the types of permitted activities of TKROS JSC, then we will find that this company, whose shares are 100% owned by the Korolev Administration, DOES NOT HAVE THE RIGHT to prepare technical opinions on the inspection of buildings, it does not have the corresponding OKVED code in the types subsidiary or main activity. You can see this for yourself (no code 71. Activities in the field of architecture and engineering design; technical testing, research and analysis): link. nine0007
In addition, "Technical Reports" can be prepared only by specialized companies registered with the SRO, however, JSC "TKROS" does not have such registration, as you can see for yourself: link.
On the face of the facts of unlicensed type of activity and, consequently, illegal enrichment. I wonder what the director of TKROS Natalya Moreva will answer to the prosecutor's office? We learn from the materials of the prosecutor's check! For my part, I do not exclude the fact of pressure on the director, since all the others refused to engage in such forgery. Previously, the wear of the kindergarten was called as 69.2%, now 73%, but in fact 45%. I wonder what is there with the wear and tear of the quarter on Frunze?
Secondly, we know that the Korolev Administration cannot be trusted in literally anything. In 2015, the Council of Deputies adopted a program to demolish 304 houses in Korolev, including the historic center. The good stalins were supposed to be demolished under the guise of dilapidated housing, and people, outraged by such a brazen action of the newly elected mayor, staged a large-scale protest. During the protest, the words (mine) "Suitcase-Vokzal-Reutov" were heard in the Central House of Culture. Kalinin, to which both Koptsik and Khodyrev still react sharply. nine0007
But most importantly, the residents of the neighboring house at st. Karl Marx No. 18, built in the same quarter, in the same years, according to the project of the same architect, according to the same master plan, using the same technologies from the same materials as the kindergarten, an independent examination was carried out to assess the wear and tear of their house.
The residential building, which Korolev's administration called "dilapidated" actually has 45% wear and tear. But the kindergarten, according to the "technical report of JSC" TKROS "" has a depreciation of 73%! How is that? If the houses are built from the same materials, using the same technologies, then the wear and tear will be exactly the same. Outrageous and impudent falsification of the "Technical Conclusion" from TKROS JSC! nine0007
In 2005 the Belochka kindergarten had 37% depreciation. If we recalculate the percentages from the year of construction, before the first survey, and then recalculate for the years from 2005 to 2018, it turns out that the building has a wear rate of 45%, which corresponds to the control house of Karl Marx 18. i.e. outright falsification is obvious.
Thirdly, the Administration of Korolev demolishes the kindergarten. But according to the adopted and approved Master Plan of the city, the Belochka kindergarten is supposed to be RECONSTRUCTED, moreover, within the boundaries of the existing territory (p. 9). No demolition is expected, and the expansion of the territory, too.
But what does the Administration do? They take away the courtyard area from the neighboring houses Oktyabrskaya 17, Kalinina 15 and 13/8, cutting it to the kindergarten. What for? So that you can build a porcelain stoneware shed that is out of harmony with the surrounding buildings. Thus, we see how the Korolev Administration grossly violates the General Plan of the city.
This ugly place will be instead of Squirrel:
Fourthly, the Administration has published a tender for the demolition of the kindergarten at the expense of the municipality. But was the demolition money included in Korolev's budget? The demolition auction on the State Procurement website did not pass control under Part 5 of Art.
